The Blue Mountains is one of the most heavily treed urban environments in NSW. Almost every residential lot has mature trees, native bush species that colonised the original sandstone soil, introduced ornamental trees in heritage gardens, or gum trees that have self-seeded over decades. Building a retaining wall near an established tree creates a conflict between two legitimate needs: structural engineering requirements for footings, and the biological reality that tree roots occupy exactly the zone where those footings need to go.
Managing this conflict well protects both your wall and your trees, avoids liability, and in some cases is a legal requirement under BMCC’s tree preservation provisions.

Tree root zones extend well beyond the canopy drip line, typically 1.5-3× the canopy radius for large eucalypts and exotic species. Footings within the root exclusion zone damage roots and can destabilise the tree; root pressure can in turn lift, crack or displace a wall. The solution is to either design around the root zone, use non-invasive footing methods within it, or consult an arborist before construction. Never cut major roots without arborist advice, this can kill the tree and create a liability.
Understanding tree root zones
Tree roots are not simply confined to the area under the canopy. In the Blue Mountains, where native eucalypts and other species have evolved in low-fertility sandstone soil, roots may extend considerable distances in search of moisture and nutrients. As a general guide:
- Small trees (trunk diameter under 200mm): Root exclusion zone approximately 2.0-3.0 times the trunk diameter from the trunk base
- Medium trees (200-500mm trunk diameter): Zone approximately 3.0-5.0 metres from trunk
- Large trees (trunk diameter over 500mm): Zone 5.0+ metres from trunk; for very large specimens this can exceed 10 metres
These are structural roots, the larger roots that anchor the tree and carry the majority of root mass. Fibrous feeder roots extend much further but cause less direct structural conflict with footings.
How trees damage retaining walls
Tree roots grow toward moisture and into soil with available oxygen. The drainage gravel layer behind a retaining wall is an ideal root environment, consistently moist, well-oxygenated, and free-draining enough to allow root penetration. Roots colonising the drainage layer:
- Progressively block the ag pipe, reducing drainage capacity (see our drainage failure guide)
- Grow in volume over time, exerting radial pressure against the wall face or footing
- Lift and displace individual wall elements, particularly in dry-stone walls and block walls where mortar is absent or has failed
- Undermine footings by growing beneath the footing, causing differential settlement
The process is slow but cumulative. A wall built near a young tree that is acceptable when constructed may be compromised 15-20 years later as the tree matures.
How retaining wall construction damages trees
Excavation for retaining wall footings cuts through roots within the root exclusion zone. The significance depends on which roots are severed:
- Cutting small fibrous feeder roots: Unlikely to cause serious harm; trees routinely lose and regrow these
- Cutting medium transport roots (20-80mm diameter): Can stress the tree; may cause crown dieback in one sector
- Cutting structural roots (over 80mm): Can destabilise the tree, cause significant crown loss, and in severe cases kill the tree or create a fall hazard
In addition to direct root severance, excavation compacts the soil around remaining roots, reducing oxygen availability, and may change drainage patterns, either waterlogging or desiccating the root zone.
BMCC tree preservation orders
Blue Mountains City Council applies tree preservation controls through its DCP. The BMCC DCP and broader council policy protects trees over a certain size, generally trees with a trunk circumference of 500mm or more measured at 1 metre height, and trees in heritage conservation areas regardless of size in some cases.
Before removing, damaging or carrying out works within the root zone of a significant tree, you may need a permit from BMCC. This process requires an arborist’s report and BMCC approval. Proceeding without a permit can attract significant penalties, hundreds to thousands of dollars per tree, and may require costly restoration work.

Design solutions for walls near trees
Route the wall to avoid the root zone: Where possible, relocate the wall alignment to miss the critical root zone. Even a 1-2 metre offset can significantly reduce root conflict.
Increase footing depth rather than width: Deeper, narrower footings, or helical screw piles, penetrate below the structural root zone with minimal root disturbance. This is a common engineering solution recommended by arborists in tree-sensitive situations.
Root barriers: Rigid root barrier panels installed vertically between the tree and the wall prevent root migration into the drainage layer and footing zone. These are effective when properly installed to an adequate depth.
Hand excavation within the root zone: Where mechanical excavation would sever roots, hand digging within the root exclusion zone allows roots to be identified, assessed by an arborist, and either cut cleanly with appropriate tools (not torn by excavator bucket) or redirected.
Non-structural gabion or dry-stone facing: For low walls near trees, a non-mortared wall system that allows some root movement without catastrophic structural failure may be appropriate. This is a compromise, not a permanent solution, but it reduces the risk of sudden wall failure compared to a rigid footing system.

In NSW, landowners are generally responsible for managing their own property, but a neighbour’s tree roots that cause damage to your property may give rise to a claim. The law here is developing, the key question is whether the tree owner took reasonable steps to maintain the tree once on notice of the problem. Document the root damage and engage a solicitor if the damage is significant.
Can I cut roots that are growing into my drainage layer?
For small feeder roots you can probably prune them without significant tree impact, but for roots over 50mm diameter, arborist advice is essential before cutting. You may also need a BMCC tree works permit.
What species cause the most problems for retaining walls in the Blue Mountains?
Fig trees (Ficus species) are notorious for aggressive root growth. Large eucalypts (particularly E. saligna, E. grandis and E. microcorys) have extensive root systems. Willows in moist gullies are highly invasive. Any large exotic species in an established heritage garden, oaks, planes, elms, can also have extensive root systems.
