Retaining Walls Near Swimming Pools: Proximity Rules and Structural Considerations

Swimming pools on steep Blue Mountains lots create one of the more complex structural interactions in residential construction. A pool is a large, heavy, water-filled structure sitting in excavated ground, often on a sloped site, adjacent to or above a retaining wall that must simultaneously hold back soil, support pool deck loading, and potentially resist the lateral load from the pool structure itself.

Getting the relationship between a pool and an adjacent retaining wall wrong, inadequate setbacks, wrong loading assumptions, poor drainage, can result in pool failure, retaining wall failure, or both. This guide explains what needs to be considered.

A retaining wall within the structural influence zone of a pool must be designed to carry the pool’s surcharge loading and must be set back or structurally separated from the pool shell to prevent differential movement. A minimum horizontal distance of 1.0m between the back of the retaining wall footing and the pool shell is a common starting point, but the actual structural requirement is always site- and engineer-specific. Never build a retaining wall adjacent to a pool without integrated structural engineering.

The structural interaction between pools and retaining walls

A swimming pool is essentially a large concrete or fibreglass tank set into the ground. It exerts significant loads on the surrounding soil:

  1. Weight of the pool structure: 10,000-20,000 litres of water weighs 10-20 tonnes. The pool shell, coping and surrounding deck add more. This total load is transferred through the pool base and walls into the surrounding soil.

  2. Hydrostatic pressure when empty: When a pool is drained for maintenance, the hydrostatic pressure of groundwater around the pool shell (if the water table is elevated) can cause the pool to “float”, being pushed upward by groundwater pressure. This requires the engineer to check pool shell stability without water weight.

  3. Lateral pressure on adjacent retaining walls: Where a pool sits upslope of a retaining wall, the pool’s weight and its surcharge on the adjacent soil increase the lateral pressure on the retaining wall significantly beyond the natural soil load.

  4. Differential movement: If the pool and the retaining wall move at different rates, one settling, one stable, the coping, paving and pool deck can crack and fail.

Setback requirements between pool shell and retaining wall footing

There is no single fixed setback distance mandated across NSW, the required separation is determined by a geotechnical and structural engineering assessment for the specific site conditions. However, general guidance from structural engineers working on Blue Mountains residential projects includes:

  • A minimum of 1.0m horizontal distance between the face of the retaining wall footing and the near edge of the pool shell
  • Greater separation where the soil is soft, expansive clay, or fill material
  • Specific structural tie-back design where the pool and wall are within the influence zone of each other on a steep slope

The pool engineer (who designs the pool shell) and the retaining wall engineer (who designs the wall) must communicate and coordinate their designs. If they are working independently with different design assumptions, structural conflicts can result.

Drainage: critical when a pool is adjacent to a retaining wall

Pool water overflows and splash during wet months, and pool backwash discharge must not be directed toward the retaining wall. Chlorinated water affects soil chemistry and can accelerate corrosion of steel reinforcement in concrete retaining walls over time. More critically, if pool drainage concentrates water behind a retaining wall that already handles ground water from the slope above, the combined load can exceed the drainage system’s capacity.

Drainage design for pool-adjacent retaining walls must account for:

  • Pool overflow pathways in heavy rain
  • Pool backwash discharge routing
  • Pool surround drainage during normal use
  • Groundwater drainage from the slope behind the wall

All discharge must be routed to stormwater, not allowed to accumulate behind the retaining wall.

Pool fencing and retaining wall integration

In NSW, swimming pool fencing is compulsory and strictly regulated under the Swimming Pools Act 1992. A retaining wall that forms part of the pool barrier must meet the same height and safety requirements as a purpose-built pool fence:

  • Minimum 1.2m high (measured from the climbable side)
  • No climbable protrusions within 900mm of the top on the pool side
  • No gaps that allow a 100mm sphere to pass through
  • Compliant gate hardware if a gate is incorporated

A standard retaining wall, with steel posts projecting above the capping, rough stone face, or other climbable features, may not comply as a pool barrier without modification. If your design proposes to use the retaining wall as part of the pool fence, confirm compliance with a pool safety inspector before construction.

A swimming pool DA in the Blue Mountains must address:

  • Geotechnical assessment of the pool foundation
  • Structural design of the pool shell
  • Retaining wall structural design where retaining walls are adjacent or integrated
  • Drainage and stormwater management
  • Pool safety barrier compliance
  • Vegetation removal if required (subject to heritage and biodiversity assessment where relevant)

FAQs

My pool is already built. Do I need to check the retaining wall before adding it?

Yes. Have a structural engineer assess the existing retaining wall before adding pool loads adjacent to it. A wall that is adequate for garden soil loads may not be adequate for pool surcharge. The assessment cost is minor compared to a retaining wall failure adjacent to a pool.

Can a concrete sleeper wall serve as a pool barrier?

Yes, provided it meets the Swimming Pools Act height and safety requirements. Ensure there are no climbable fixings, projections, or gaps at the pool face, and that any gate in the wall is fully compliant. A pool safety inspector can certify compliance.

My pool is uphill of a retaining wall. Is this a problem?

This is a common and manageable configuration in the Blue Mountains. The retaining wall must be engineered to carry the pool’s surcharge load, and drainage from the pool area must be carefully managed away from the wall. Get the integrated structural design from a geotechnical and structural engineer, don’t assume a standard wall design covers this.

What happens to a pool if the retaining wall below it fails?

Potentially catastrophic, if the retaining wall fails and the soil below the pool destabilises, the pool can crack, tilt or, in severe cases, slide. This is a safety hazard as well as a financial disaster. Insurance claims for pool damage caused by retaining wall failure are complex and may be disputed if the wall was not adequately engineered for the pool loading.
